United by a shared vision to deliver top-tier training services to a diverse spectrum of organisations, including emergency service units, Outreach Rescue is now poised to offer an even more comprehensive range of integrated courses.

Outreach Rescue is renowned for offering a diverse range of accredited courses that seamlessly integrate classroom instruction with immersive, real-world scenarios, leveraging the mountains and waterways of the Snowdonia landscape that envelops the state-of-the-art training facility near Bangor, Wales.

 

Elevated Training and Resources

This merger grants access to an extensive suite of specialised courses, encompassing Water Safety and Rescue, Rope Rescue, Industrial Height Safety, Confined Space, Casualty Management, First Response Emergency Care, and Pre-Hospital Trauma Life Support.

Andy Yates served in the Royal Marines and as a retained Fire Fighter in South Wales. He has extensive knowledge in rescue and safety training from his years as an instructor at Outreach Rescue where he trained our emergency services clients. He has an impeccable track record in customer service. Andy will be instrumental in streamlining our operations and boosting our capacity to provide holistic safety solutions.

“It's priceless to go out and actually show people what that kit and equipment does as well. That's going to be a key part of my role. Give people a little bit more technical knowledge and find out what they might require and meet their needs,” says Andy.

Introducing GWO Sea Survival Training

Andy's expertise will soon extend to the offshore wind industry. Safety Technology is a UK leader in certifying wind turbine engineers to Global Wind Organisation (GWO) standards. Soon Safety Technology will introduce Sea Survival Training at a fantastic venue in Cardiff Wales. This move will fulfil a need for GWO Offshore Training in Wales and Southern England, areas currently lacking approved training providers.

As part of our restructuring plans, all current Safety Technology training, including GWO, will merge with Outreach Rescue in April. Both training centres in Clytha, Monmouthshire and near Bangor, Snowdonia will continue to operate as usual, providing a range of safety, specialist rescue and medical rescue courses.

As Pride Month commences, we want to take this opportunity to celebrate and pay tribute to the efforts of the UK emergency services in fostering equality, diversity, and inclusion. At Outreach Rescue, we are privileged to provide rescue training for some of the firefighters, ambulance crews and police forces who continue to champion inclusion within their teams.

The Significance of Pride Month

June is a significant month for the LGBTQ+ community, as it commemorates the historic 1969 Stonewall riots in New York and reminds us of the ongoing struggle for equal opportunities. Pride Month is a time for celebration, reflection, and solidarity, as we advocate for respect for all individuals, regardless of their sexual orientation or gender identity.

Embracing Inclusion in the UK Emergency Services

This month many emergency service teams across the UK will also take the opportunity to publicly demonstrate their commitment to LGBTQ+ inclusivity.

Since 2016, Cheshire Fire & Rescue Service has consistently ranked highly in Stonewall UK's Top 100 Employers list. Last year they were named the second most inclusive employer in the UK, and this year Cheshire is fifth on the list.

In 2021, they also achieved the prestigious Pride in Care quality standard for their efforts in the community to strengthen the inclusion of LGBTQ+ people over 50.

Inspiring Change and Recognition

While Cheshire Fire & Rescue Service are undoubtedly trailblazers, we must acknowledge the achievements of all our emergency services.

Kent Fire and Rescue, Leicestershire Police, Greater Manchester Fire & Rescue Service, and several NHS services were also named in the 2023 Top 100 Employers list.

It's also worth noting the multiple ongoing contributions made by emergency services in actively supporting and protecting the LGBTQ+ community. This year, many from our emergency services will attend Pride marches, protecting communities while at the same time taking part, actively engaging, and standing alongside as allies.

During Pride Month, there are also countless social media posts signalling allyship. These public displays go a long way in fostering inclusive communities.

Safety Matters: The 16-Foot Fall

Safety Matters: The 16-Foot Fall and the Importance of Workplace Safety

In our mission to emphasise the essential nature of height safety and workplace safety, we bring you another case in our 'Safety Matters' series. This post discusses an incident that took place on a commercial property's rooftop in North London, resulting in a worker’s death.

The Incident

A worker lost his life following a fall from the roof he was repairing. The worker was part of a team working at a commercial premises. Whilst one worker was assigned to remove building materials from a flat roof, another worker was assigned to perform repair work on a pitched, tiled roof.

Whilst carrying out his tasks on the pitched roof from a roofing ladder, the worker fell approximately 16 feet onto a concrete alleyway below. He suffered serious head injuries and a fractured neck. Despite being airlifted to hospital, he died a week later.

The Investigation and Its Findings

A thorough investigation by the Health and Safety Executive (HSE) revealed a grave disregard for regulations. The employer failed to install scaffolding or take any other measures to prevent falls from the roof. This negligence resulted in a loss of life.

The Legal Consequences

The employer was held accountable for this negligent act. He pleaded guilty to breaching Regulation 6(3) of the Work at Height Regulations 2005 and was handed a 14-month custodial sentence.

A Word from the HSE Inspector

An HSE Inspector reflected on the incident, saying, "This tragic incident could have been easily avoided. Assessing and planning work at height is essential to ensuring that suitable and sufficient measures are in place to prevent falls from height."

Comment

This event brings to light the consequences of disregarding The Work at Height Regulations. It underscores the importance of risk assessment, planning, and the use of appropriate safety equipment. It also reiterates the need for comprehensive safety training to prevent such incidents.

This case is a solemn reminder that neglecting these responsibilities can have devastating consequences. This case highlights the necessity for increased recognition within the construction industry to do more to mitigate the risks associated with working at height.

In this series of posts, we look at real-life incidents to highlight their causes and consequences. Most importantly, we feel it is important to spotlight stories that provide safety lessons we can learn to prevent similar tragedies.

Matthew’s story

In June 2018, a devastating incident happened at a train station in East Dunbartonshire. A young worker died due to safety negligence by his employer. The fatal event occurred as 20-year-old electrical engineer Matthew worked on overhead cabling connected to the station PA system. Almost five years after the incident, following a 14-day trial, the Sheffield-based construction and telecommunications company he worked for was found guilty of three offences regarding safety and fined £550,000.

Construction Company Safety Failures

Matthew was working at height when he fell from a step ladder. The fall tragically left him impaled on a metal pipe. Despite immediate medical attention, he was pronounced dead at the scene.

During the trial, prosecutors argued that Matthew's employer had failed to assess risks adequately. The court found that the stepladders provided were unsuitable, and there had been insufficient measures to prevent falls and ensure a hazard-free work environment.

A Foreseeable and Avoidable Death

The health and safety investigations team at The Crown Office and Procurator Fiscal Service stressed that Matthew's death was foreseeable and avoidable, highlighting the urgent need for companies to implement appropriate planning, supervision, and protective measures to manage the risks when working at height. Falls from height remain one of the leading causes of fatalities in the construction industry, making it crucial for the sector to acknowledge and address the risks.

As a warning to all employers, the investigations team told the court:

"This prosecution should remind duty holders that a failure to fulfil their obligations can have fatal consequences, and they will be held accountable for this failure."

This case is a solemn reminder that neglecting these responsibilities can have devastating consequences. This case highlights the necessity for increased recognition within the construction industry to do more to mitigate the risks associated with working at height.

Announces a New Water and Flood Incident Manager Course

We are delighted to announce the arrival of our new Water and Flood Incident Manager
Course.  This course meets the learning outcomes of the revised DEFRA Flood Rescue Concept of Operations Module 5 for incident management.  The new course is now held for the prescribed 4-day duration and is aimed equally at those delegates who may be required to command or advise at both operational and
tactical levels. 


The first two days are focused on the operational level of command and deals with all aspects
of risk management for single-site multi-agency incidents as well as operational level flood rescue command and coordination.  A range of learning approaches is utilised including video-based case studies, group and individual decision-making and experience sharing from a range of sources.  The key focus here is the use of the JESIP protocols to fully embed the multi-agency nature of water rescue.

The second two days are focused on wide-area flood management at tactical level and includes a
focus on using local plans to develop a tactical plan for the coordination of
local and national mutual aid assets.  We show delegates how to access key information to predict likely hazards, to understand the key rescue capabilities from a range of organisations, how to
construct a command and communications structure for wide-area flooding, how to
manage risk and safety in a multi-agency context and how to manage incoming mutual aid.

A variety of methodologies are used to assess delegates and embed knowledge including
pre-course learning, knowledge conformation tests, individual decision-making
and the ability to draft and present METHANE and IIMARCH briefings.  For courses delivered at the client’s
premises, table-top exercises are geared to local risks.

This revised DEFRA FRCO Module 5 course is delivered by Paul Amos and Terry Webb, two
experienced flood and water rescue instructors and the first course will be

Paul Amos: Paul is a retired area commander from Hereford and Worcester FRS with extensive flood rescue experience. As the former CFOA lead for technical water rescue and a member of the original
project team that researched and developed the current national standards, Paul was a co-author of the previous FRCO.  He currently teaches all our current WIM courses and is a lecturer on the undergraduate and post-graduate disaster management courses at Coventry University.

Terry Webb: Terry is a retired divisional officer from Essex County FRS, again with extensive flood rescue experience.  Terry is a serving NRAT flood rescue tactical advisor and a high-level coordinator and senior instructor for the EU Civil Protection Mechanism having attended disasters around the world.  He is also a RNLI coxswain and a member of the institution’s flood rescue response team.

These courses are aimed at those supervising people at work or leisure near water. New guidelines for Water Safety training plus existing requirements of BS 8454 and others require an increasing compliance with prerequisite qualifications prior to attendance on many training programmes. Revised Water DEFRA Module 5 Incident Management Course

 

The world of emergency management never remains static, changes to policies and strategies naturally evolve as lessons are learned and new perspectives emerge.  The JESIP initiative gathers pace and a new multi-agency approach is evident, especially in trying to improve training and development amongst managers at all levels and across all agencies.  As a result of this improvement in interoperability, we have extensively revised our Water Incident Manager course.  Our multi-agency focus has been strengthened by firmly incorporating the JESIP processes under the risk management framework provided by ISO31000 Risk Management Framework.

 

The new course includes greater use of pre-course reading, new case studies, targeted syndicate tasks and in-depth table-top exercises.  This proactive approach provides a positive learning environment for emergency managers looking to command and advise at operational and tactical levels for the full range of water and flood related incidents.

 

The course remains a central element of our Diploma in Specialist Rescue in partnership with Coventry University.

A roofing company was sentenced today for safety breaches after a worker fell about three metres through a roof light and suffered a fractured pelvis and spinal injuries.

Leeds Magistrates court heard how, on 17 March 2016, a self-employed roofer, working for PNR Roofing and Building Services Limited (PNR), was on a roof laying wooden ‘lats’ and roofing felt, when he fell through a sky light that was covered with felt. PNR was subcontracted to carry out roof work at Globe Mills in Slaithwaite.

An investigation by the Health and Safety Executive (HSE) found that whilst PNR initially provided air bags as a means of mitigating any falls by employees, the air bags had been moved to remove debris and the worker hit the floor instead.

PNR Roofing and Building Services Ltd of Park View, Shafton, Barnsley pleaded guilty to breaching Section 3 (1) of the Health & Safety at Work etc Act 1974 and has been fined £20,000 and ordered to pay £1,100 in costs.

 After the hearing, HSE inspector Chris Tilley commented: “Falls from height through fragile surfaces and skylights remain one of the most common causes of work related fatalities in this country and the risks associated with working at height are well known.

“This incident could so easily have been avoided by simply adopting reasonably practicable safe working practices such as using netting instead of relying on fall bags”
