Outreach Rescue's Water & Flood Rescue Technician (DEFRA Mod 3) and Rope Rescue Operator courses are now accredited by the Institute of Search and Technical Rescue (INSTR), with strong praise from the subject matter experts who observed their delivery.
When choosing appropriate rescue training, it's important to consider not only how a course is taught, but also how learners practise and how their progress is assessed.
Outreach Rescue's Water & Flood Rescue Technician (DEFRA Mod 3) and Rope Rescue Operator courses are now accredited by the Institute of Search and Technical Rescue (INSTR), following in-person observations of course delivery in August 2026.
Looking at How the Training Is Delivered
The observation process considered teaching, practical sessions, assessment, candidate feedback and facilities. Interviews with delegates also provided an insight into their experience of the training.

Rope Rescue Operator: Professional Delivery and Coaching
During the Rope Rescue Operator observation, the reviewer saw practical sessions covering casualty pick-offs, anchor systems, work positioning and fall arrest. The report highlighted clear briefings, time to practise and feedback for teams and individuals.
The observer’s summary concluded:
“On the whole, a very professional delivery and very much achieving the standard. Highly recommended on all accounts.”

Water Rescue: Recognition for Instruction and the Training Environment
The Module 3 water rescue observation praised the instructors’ confident, professional delivery. The report also recorded positive candidate feedback about the instructional staff, facilities and support available to them.
The observer highlighted:
