Personnel working near water who need foundational safety knowledge and skills, but have no intention of entering the water.
CITB-registered employers can claim grant funding for this training.

Certification is valid for 1 year. Progression: Refresher training is recommended every year by means of re-attending this course.

DEFRA FRCO 2025 Module 1
No previous knowledge or experience required.
Age 18+. This is a basic course which is not demanding, however, you are expected to be able to throw a throwline.
Refresher training is recommended every year by means or re-attending this course.
- Lectures and classroom sessions cover organizational policies, Flood Rescue Concept of Operations 2025, water hydrology, water environment characteristics and hazards, safety measures, physiological effects of cold water, drowning physiology, limitations of PPE, prioritized approach to water rescue, hazards and limitations of night operations and flooding.
- Classroom based practical sessions will familiarise delegates with water related PPE, though it is not used or worn at this level.
This 2-day course trains emergency service personnel and organizations involved in water rescue responses at the Water First Responder (DEFRA Module 2) level. Delegates learn to identify rescue limitations, safely use water rescue equipment, and operate near or in moving water in a non-buoyant capacity.
This 1-day seminar is designed for personnel involved in advising or commanding flood incidents at a tactical or operational level. It covers identification, development, and management of multi-agency tactical and operational plans, focusing on risk assessment, asset response, and coordination.
This 1-day course equips workers and volunteers with essential knowledge and skills for safe work in or near water environments, and includes physical in-water training in safe work practices and the basics of self-rescue and emergency peer rescue.
